RTO Ownership Transfer: Step-by-Step Guide for Used Vehicles

Documents you need

  • Original RC
  • Form 29 (two copies) and Form 30, signed by both parties
  • Valid insurance and PUC certificate
  • Address and identity proof of the buyer
  • PAN card or Form 60
  • Bank NOC and Form 35 if the vehicle was financed
  • NOC from the original RTO if the vehicle moves to another state

The process

Apply on the Parivahan portal or at the RTO, pay the transfer fee (roughly ₹300-₹1,000 depending on vehicle class and state), submit the forms, and complete the vehicle inspection if the RTO asks for it. Transfer is usually reflected within 15-30 days.

Do not skip the insurance transfer

Transfer the policy into the buyer's name within 14 days of sale. Until then a claim can be denied, and the seller stays exposed to third-party liability.
